Except from microsoft store (which tells me 'the offer is currently not available' for a whole year now) where else can I download AC for windows 10?

Yep that's the same one giving me the unavailability message.

I was having the same issue with my support game. It wasn't detecting the update, unfortunately I had to add "NOT UPDATED" to the user name. But few days ago windows detected on its own(don't know how) and then I updated it.
I'm using Win10.

I sometimes have to tap in "airport city upgrade" and it finds it. Under "airport city" it doesnt bring up the update.

My problem is that it tells me it is not available this comes straight from the windows app store. I do get the 'get' button and when I cilck on it I get the unavailable message.

2 possibilities I got from googling your problem:
1 - the game is not available for your country or region.
2 - you've recently done a windows update, but not restarted your computer.

The article also mentioned clearing your cache for Microsoft Store. (but I haven't a clue how to do that)
