Why are the white ghosts in your city dropping the same items for abnormal activity when you get them from quest flights which produces two or three items each time seems strange to me?

Soul Net bonus definitely not working.
Banished all white phantoms first and then activated Soul Net,
but it summoned more White Phantoms, no Black Wraiths.
