I just tried that method - leaving my airport and coming back and I didn't get any new black wraiths!

Keep trying!
It just took me 3 times before I got one (and only one at a time).

Do those with existing Crystal Ball bonuses know how long they last for?
Or, specifically, how many do we need to land 60 planes?

It is stated "Active for 12 m 00s"

You should be able to land a dozen ghost planes per Crystal Ball if you are not distracted by other things.
So 5 or 6 Crystal Balls will do.

They last for 12 mins and you should be able to land 13 planes in that time

They last 12 minutes and 13 planes are achievable. Do not activate the bonus until you have two guest planes waiting

At least if there is a bug it doesn't seem as fundamental as the last one. Just leaving and returning to your airport seems to re-generate the ghosts. So after a few, I've always had a black one appearing. More annoying, but at least it shouldn't break the event.

The crystal ball you buy says 12 mins.

I used a Soul Net bonus when my city had numerous white ghosts. None changed to Black Wraiths. I tried it again an hour later and same result. Will try again later.
I remember that in past years, many of the white ghosts changed immediately to Black Wraiths. Could be a bug.

UPDATE
I tried it again. Had six ghosts in my city. Used Soul Net bonus. None changed to Black Wraiths. Tapped all ghosts. Visited neighbor, went back to my city. Six ghosts. Closed out game. Reopened game. Six ghosts. Tapped all ghosts. Visited neighbor, went back to my city. Six ghosts. Repeat. Time ran out for the bonus. No Black Wraiths.​

I am at the point in the side quest where Klandau says to use the soul net bonus. Maybe we need to get there before it works? Hesitant to try as I only have one.

People wondered the same thing in the last event, but it wasn't the case. I'd say don't use it unless you don't mind wasting it.

The key message they want to get across is:
Do not forget to banish White Phantoms first, and then the Black Wraiths will appear around your city.

I have experimented with "resetting" the game by visiting neighbors and have so far collected 10 wraiths. The drop of aerosol from TP's to Trans is pretty good as well. Currently I have 8 TP' rotating between turkish coast and Trans and have collected 18 aerosol even though the drop says very seldom. No bonuses used.
