Yes, all currently available destinations are 494, i.e. 1,482 stars. An old Russian event brings the number of destinations to 500 (1,500 stars) but it is not available any longer so those 18 stars are not available for new players.

@Nayeon you can see a few (very few currently) players with more than that. Don't judge them. They had lost their games a long time ago and when it was recovered they maintained their stars but due to a glitch the destinations were not starred, so they could get the stars all over again.
