Depends. What is your terminal capacity and population at? How long does it take to gather the passengers to fill a hawk which holds 80 passengers?

Not much point in buying a hawk if it takes too long to fill it.

I vote town hall upgrade.
1 hawk plane do nothing safe more coins and upgrade your town hall first you need to build more passenger buildings then you can buy 4 hawk planes and ready to fly them.

To upgrade town hall there's a better option = grand and omega hotels.
The 12k you have better save for next runway upgrade or get your space program started.
