The screenshot you posted its not show that you complete the event please approve that you complete the event by post a screenshot for the building reward in your city and confirmed from one of your neighbors.

It was done last year as I started and quickly abandoned but had some items. Wasn't playing the year before. Drop rate better than last year, although gift shop drops terrible!

It's possible it's one of the events never offered to windows users. (there were a few) I've completed every event offered since 2016, and I have no record of this one.
