How do. Add flight school?

I'm sure a silly question, but I'm level 11 now and says. Need flight school for next flights, but I don't see it as being something to build. How do i get flight school?

You do need to buy the flight school but when you try to place it on the map, the only place it would accept is next to the town hall. Originally I tried to put it next to the runways and did not understand why it was not allowed.

It's only allowed on the city side of the game; don't know why but that's just the way it is.
