What they call "Lost Mail" is in fact the "Black Wraist"!!!!!

It is all mucked up !!

When you check the collection Witch Costume and click on Broom you get

When you click on the wraith which calls itself Lost Mail, you get

Which shows items from a different collection Abnormal Activity.

So you are correct that if you have a Broom task you (and me !) are screwed

I already got those from the black wraiths. So we only need to use the soul net to get those wraiths. And perhaps activate a bonus or two? (Plentiful harvest and alike)

and the wraiths used to have more definition and some animation - black wraiths appeared and disappeared, leaving only a green shadow on the ground

Wow. I thought G! was getting over event problems because the last few events have worked really well.

Although any event - even a messed-up one - is better than no event.

I think wraiths used to disappear after awhile as well (from memory)? Mine are sitting, waiting until I can collect an aerosol can from a video (because drop rates are bloody awful!).

That’s what I was trying to say above, they disappeared, but the fluorescent green glow on the the ground stayed visible.

The game doesn't count my first 2 tasks. I can only go through the third one, which is the hardest, and therefore I am losing a lot of competing positions, and I can't complete the 10 tasks for the 5400 prize. All very frustrating. I have already written to support but I don't know how they will solve the problem.

Is it possibly asking you to visit Halloween Shops? I see that you don't have any out in your city.
This is just a guess. Others have posted similar issues in other events.

Possible solution, check the "Witch Costume" collection, you may have already received the broom, you need to get the other items in the collection before you can get the Halloween Shop Pointy Hat can come from flights to Egypt or Rome (Seldom), everything else is from the Black Wraith (either in your own city, or in neighbours cities). Hope this helps. In other words, if you haven't got very many neighbors, you need to get some more, because aerosols are not required in neighbors cities.

If a task require you to "Receive the XXX item" it means you have to get a new one after the task started. Older one you already have do not count.
