If a task require you to "Receive the XXX item" it means you have to get a new one after the task started. Older one you already have do not count.

It's not telling me to get it, it's already got. I just got the Halloween shop by eliminating black wraith's in my city.

No I don't, I have just completed the task with the one I had, I didn't know I had received it already. I've never played this event before, this is my first time.

Click on a black ghost in your game, it will tell you on the next screen "what you can get" (scroll down the list).

The heels just dropped for me from a black wraith.
