Windows Cannot build VIP Lounge

If I try to build a VIP Lounge I get a notification from the game that I have no room left for any more buildings.

Anyone else with this problem?

Running on W10.

Edit: got it, they only go in the tech area. Weird restriction. Perhaps the Wiki could mention this?

Its background is gray which generally indicates airport side.

Always only been on airport side. Now clearly marked in wiki. Can’t be missed. Thanks
