Yes. But in addition to that there's a bug that max. fuel isn't properly counted at Fuel Station with active bonuses and / or subscription. We'll fix that bug.
Good news, we've found why the fuel counter is bugged: if you don't complete the tutorial for players updating from 6.31 to 7.0 version, the fuel indeed doesn't replenish while your game is off. So, a quick solution here is to finish the tutorial that explains what are Terminal Sections, Stands...

It would be convenient to say that iOS is to blame, but probably that's not the case here. We're investigating sources of crashes right now. If your app started to crash often while it didn't do that on 6.31 — please contact us through the support team.

Your departing planes will try to use the first runway (close to Terminal) when possible, while your arriving planes will try to use the second runway (far from Terminal). That's the basic rule now, this way planes (generally)...
Build Terminal Sections and the path from the terminal will update automatically with them. Eventually, that path will lead to the start of the runway (check out Madlen's city with two level 10 runways to see it for yourself).

First and foremost, the main problem here it seems is that Airport City doesn't run as it should on your tablet. While we try to support all suitable devices, there're thousands of very different Android phones and tablets, and there're some of them...
So, let's take Parking Lot 5 that you've mentioned, that's 12 electricity. I'm not very good with math, but that amount is covered by 2 Power Plants that cost 100 coins each. That's 200 coins! Airport City developers have finally shown their true greedy faces.
Just a couple of years ago everyone would absolutely kill for an event reward building that boosts max passengers instead of max population. Now a simple coin purchase that boosts max passengers 'hardly seems worth it'.
I get it, we should totally change parking lots to boosting max population...
The heli problem turned out to be a known issue. You'll be able to move it when your heli comes back from a flight. And there'll be a proper fix in 7.1 update.
We don't know the answer yet, but we might if you file a ticket to the support team (a must do thing) and provide your friend code to me through a private message (an optional thing that might or might not speed things up).

The incidents thing is a known issue that would require lots of work to fix. The fix is planned for 7.2 update as of now.
