Just wanna make sure I understand it right: the level of Control Tower will dictate only number of ACTIVE airplanes right (not including those you store in hangars). For example: you have total 14 airplanes but with CT12 you only can have 12 active planes.

actually it can be dropped from regional flights. For example, maps to Vinci, Florence, Valencia, Caprese, Siena can be dropped a map chest from "Excavations: Southern Europe" which map I obtained from watching ads.
