General Is it valuable to upgrate to level 4 reserve hanger (max.24 planes in 400 Golden and 7K Silver)

I have no plan, just to play and relax. I am thinking if the reserve hanger is kept on level 3 or it is better to be upgrated to be level 4.

You get a free slot with each upgrade, which is worth something.
But it is a pretty serious amount of tokens to spend just for that. If you have the other slots all unlocked it seems logical...
In my opinion, tokens are for Visa Centres, Police Stations and the Reserve hangar - not necessarily in that order. If you are really wealthy, ministry of truth.
Personally I don’t see the point in S1/S2 planes, I would rather S3. Equally bank branches and pawn centres don’t seem that worthwhile. One day maybe, but it’d probably take 5 years to make enough tokens to work through the others first.
As I only see worth in VC, PS and RH, I would weigh up what you already have vs what you want next.
