All those buildings, I got from the Mystery Building item from Duke Crooker's store.
Sacremento (Puerto Rico, Miami, Nagoya, Alexandria) are maps you get from a 1st place blue/Prometheus launch. I don't recall seeing a blue launch pad when I visited your city so you should build one! These cities require a Green Jet plus Spare Wire or Additional Radar.

I received your defroster and returned it. Since you're friends with Raf now, he can send you the defrosters. It looks like returning is hit or miss.
