In a word: Yes.

But there isn't a good way to fix it (that G! has enlightened us on anyway) so we got this new alliance system now. I have my own issues with the new system but does give small alliances a much better shot now. It just needs to be rebalanced in my opinion, so the smaller alliances can get their points and larger alliances can get bonus.

Report them and join an alliance! Don't put too much pressure on yourself flying in one, keep it light and fun...
