well, having fuel (20) as a gift would be very helpful for other

No, its not a glitch. Some people did have those instead of the standard Fuel (3) which everyone else seems to have. There were some major changes in the gift giving list for the last update and my assumption would be that they took that away and the person you received it from probably has not updated to the latest version of the game.
