In my game the Pharmaceutical Lab is followed by The Ministry of Truth building, and Design Centre (as Husam suggested). But it is clearly a technical glitch in your loaded game. It will probably iron itself out the next time you load an update. You are unlikely to need this building because you must first buy another building (Police Station or Logistical Centre) before you have access to it.

Ministry of Truth building costs 250 gold and 3000 silver. Probably Design Centre costs the same but I'm not sure.
