It's like adding a neighbor.

Tap the "neighbors" icon on the bottom left toolbar (fifth icon from the left), tap the (same) "neighbors" icon from the pop-up menu, go to the "friend code" tab and enter it in to the "redeem" code box, and voila, extra stuff! (3 greenies + 2000 c.)
