The maps come from excavation flights - you can buy those maps from duke crocker. As you fly those excavation destinations, you sometimes get maps for the other locations.

As for the fuel station, you probably don't need one but I'm big on working through the tasks on the right - and it was cheap. Right now, I can't visit many neighbours to complete collections for fuel so I need all the fuel I can get.
