Yes, quite. Could mean a bunch of mail livery planes each 10%. Maybe a goof or the collection requirements will increase.

Not necessarily replacing the Satchel of Mail. Some of the other liveries are awarded additionally to the collection reward. It might however replace the Lucky Ticket.
