Windows unable to find pm or tag

as new to the forum and been reading lots of threads and how people like to use pm or tag when getting invites for new neighbours was unable to work out how to pm or tag i use windows 8 any help or pointers greatly welcome

Took me awhile!! - start conversation is the PM and using @ in front of the name tags them. Type @ and begin to type their username and it will appear.
