Android Tombs "grayed" out

Only pax and nothing else. Sent 4 flights this morning and the only demented pax I collected were from visitors. Never got to access my passengers from the vaults, so not jackets or items collected.

It’s becoming a bit of an issue. I only need whispers in the wall now (x2) so means constant flights to clear passengers and allow the vaults to drop. I now have just one road connected so I know they’re ready to tap.

I think it's a design error in the quest.
