Terminal upgraded while still building

Several hours ago, I finally reached the amount of coins needed to upgrade my terminal to level 7 where I would go from 700 passengers (I have space monument and rocket garden that increased it) up to 840 passengers! The terminal is still building and will be building for 3+ more days. No problem there. Just a few minutes ago, I noticed the amount of passengers went from 700 up to the 840 it will be once the terminal builds and I finish it with the items I have collected.

I have never seen a building go to full production / capacity before building is complete let alone before finishing it with the items collected for it. This is a bug that is in my favor although I don't want to be falsely accused of cheating (again) either.

I think it often does that but once it's built and you need bits to complete it, it might drop back to 700

It is always like that. Full capacity while it is building, drops when building is done until you open it with required items.
