Terminal (level 5) vs Town Hall (level 4)

I need some help, i really dont have enought coins, just almost 15000 in the moment, to upgrade Town hall (level 4) is "only" 22000, to upgrade Terminal(level 5) its 80000 ...
And i dont think of Control tower (level 5) its 200000 coins.. i think that only in the summer i have coins to that.
What i do? Upgrade Town Hall or just wait to have 80000 and upgrade terminal?
