I'm afraid this is a trap .
You can keep flying, buy a Golden Dice to improve the odds or simply pay up.
In my past experience, the bigger planes / longer flights have a higher drop rate than the turboprops.

Oh, and don't bother to upgrade to Level 3, unless you want to do it all over again.
