The 2 hours is the flight time to that destination, you won’t be able to fly to this destination until you have acquired a Massive Spotlight. Alternatively you could use Old Barometer to exchange the weather condition to another flight or use a Shaman Drum to remove altogether.

Additionally, if you click on the cloud, you’ll see the time remaining until the weather condition disappears. It can go up to 12h, cant remember if more... As @TheDarkside said, better to use a massive spotlight and go ahead with that flight (or one of the bonuses referred of course).
