Have you tried putting one in your inventory and reinstalling it again in your city? That's kind of a reset, maybe that'll help...

My Alien Legacy and Space Travel Monuments produce package crates every 24h that do not drop items, whereas my Rocket Garden does drop an item.
** Placing it in the warehouse, and then putting it back in the city has worked.
