Scrolling field of view

Why does the field of view suddenly scroll in one direction. I can only stop it by re-starting the game. It seems to start when drag the field of view in that direction, with the mouse.
Anyone any ideas why this happens, or how I can stop it in the game?
It also happens on a neighbours site

I had this happen recently
in the game,
in a web browser (tabs),
and any drop-down menu.
It scrolled the field down/left automatically.
If this is the case, it means that there is a system error and you need to restore the original files responsible for it.
