I have completed "82" flights to Iguazu Falls trying to
acquire this item and still haven't! Is this normal??
This is killing my progress, please help!!

It drops "very seldom". Best thing to do it to use bonuses that increase drop % (like Sky Captain or Reliable Crew).
Of course, complaining on the forum is a tried and true way to get the drop :D
