You missed a Grand Hotel increases city population by +300.

There are other buildings also, that increase max population. The Grand Hotel is the best one, but there are lots of other buildings that give smaller increases. Some you can buy, like the Villa or Circus or the Mystery Super Buildings . Others you can win with the events. I could not find an up-to-date list, but you can recognise them with the max icon in the building description.
