Quick question about who can gift for upgrading buildings

Hi all! I am sure this has been answered in a long-ago post somewhere, at some point... but I am looking for the answer

Question: I am currently upgrading to CT9. Who can send gifts to me? Is it just players who are above level 52 *and* also have a Level 8 Control Tower?

Thanks so much in advance! I am just trying to limit my begging to the appropriate people

But I have asked my neighbors with CT8. They do not have the items I need. Thus, I suspect that they have to have CT8 as well as be above level 52. I am asking the forum so I can confirm what I think is really true. Thanks again!
