IMHO: That is the main problem. It is very appreciated that all participants wait with big ammo till all QL participants are in. After that, if it is open for all and no reservations, go ahead.

Yeah, the last launch was too quick that you wasn't there, so it was launched without you, and the shuttle won't come back for another 2 hours for flip123.
