Usually they follow one by one, on different platforms. I do not know what is the Thanksgiving time limit on Facebook, but usually the quest is on all platforms at the same time.

As FB is still incompatible with other platforms we should all start with 12 days - with few days after fb. Also if they gave us 12 days it should not be that hard to finish - probably we will be able to use items from last ones.

Yes, if this will be similar quest then last year, yes. I hope for more of "previous" quests, since new users did not have them, and some rewards were pretty nice.
