Population issue

I have been offline a while so pardon me if this is already being discussed somewhere else. Am I the only one struggling with a population issue? Have a look at the top left. Apparently I already have a lot more people than I am allowed to? I realised this when I tried to place my ice skating rink... Please help if you know how to solve it!

Currently only way to solve the issue is by deleting buidings.

GI has decided that commercial buildings now count towards population but they promised us a fdix by increasing the town hall to level 8.

Best way is to delete a cobination of residential and commercial buildings but becareful some buildings can not be rebuilt again and buildings bought by greenies are exempt.
