MeowRules Here on this forum, go to (almost) top right, choose Inbox and then Start New Conversation.
Then you need to enter "Participants" = user to whom you want to write, then "Conversation Title" and then type message. PM means only participant can see it.
Do not forget to click on "Start a Conversation" at the end.
Then wait to answer. When you will get it, there will be Red Mark on top-right, on Inbox.

How do you tag someone? What does it do?

no problem MeowRules, and on the daily trading thread, try to use the @ before the forumname of the person you want to ask something, that person will get an alert (like you got one now) that way we know if it is a general question or to someone specific.

Or MeowRules, in your Profile, go to signature and add your needs. Then every day or when you need an item, change your signature.
On that way all the users will know what your need are, and can help with sending needed item
