You need to add a signature like BAAC.

Nice signature, but it is too long....

You should concentrate on:
Flight School, Control Tower No ??, Repair Base No??, Terminal No??, Flight Catering Facilities (x6), MCC in that order.
After which you may upgrade City Hall and Reserve Hangar.

You should ignore:
Hotel, Baggage Hall, Fuel Station above Level 3, Cosmic Fuel Station
