Minimum member level and stars

What should i set the minimum member level and stars
Is 28[level] and 35[stars] enough

Totally depends on what you want to achieve with you alliance.

In my opinion (and I'm sure alliance leaders will agree with me on this), the level and the stars don't mean a thing the most important thing(s) is:

1. Task(s) done or to be done
2. Passengers carried or to be carried

What do you want to do with your alliance? Do you want to get it to higher levels quickly? Do you want to get specific bonuses out of it (e.g. more coins, more experience, longer bonuses)? Are you just looking for a group of people to fly with who have no specific goals?

1. if you want to get the alliance to higher levels quickly, don't invite anybody yet. Keep it as just you. It's easier to do 100% of tasks with a single person than it is to manage multiple players and have everyone do 100%
2. if you want to get specific bonuses (e.g. First Class), that requires coordination to make sure that, as a group, you achieve more than 50% of tasks but less than 70% of tasks.

You might also decide to join someone else's alliance. There are a few top level alliances always looking for low level players like you.

Possibly the advice that I liked best was that of @Chloe11111 proposing that you should also consider joining an Alliance. Other than this forum, an alliance with good communication and a couple of experienced members will unveil tips and methods that would otherwise be hard to arrive to on your own.
