I just purchased a new tablet and downloaded Airport City onto it. Does anyone know how to force my phone and/or tablet to download my most recent game version from the server?

Usually on Android, it's safer in Google play
When you, enter into your game through Google play, you might have it instantly or at least after 5 levels, the game asks you, if you want your old game back or to keep the new one
If these options don't happen, write G! and make a ticket

That was my experience as well. I'm on Android and I had to get to about level 10 before I got the message saying I had another game in the cloud and asking me to choose which game I wanted to continue playing.
