Land Expansion 9 to 10

At which point (# of stars, # of experiences, etc) the land expansion is going up from 9 (15 green cash or 600k coins) to 10?

What do you mean? The land expansion is not related to your experience points or stars.

I am at land expansion 9 now. when will it change to 10 (i.e. when you need green cash only to buy land)? I'd like to use my coins to buy lands now before it moves to land expansion 10 where the coins are useless.

land expansion 10 : 800,000 coins or 15 green cash
land expansion 11 : 20 green cash

As soon as you bought land expansion 9, the next one available will be land expansion 10. So 9 and 10 can be bought with coins, after that, you'll have to spend greens.
