Has anyone got a Space Base that I can neighbour with please? I am searching all around and cannot find a lab rat, but they ALWAYS drop from a space base.

Space base is not what you want. It only drops items for its owner, not to neighbors.
For rat labs you must visit training centers

ps:Cosmic fuel stations also have nice drop rates (for other space collections) .
