Question: If someone sends me something on my gift list but at a level I have not yet reached, can I send it back or must it be both on my gift list and unlocked?

But it only allow certain things to be sent; is this something that changes as you progress, I am on level 17 w/ 24 stars.

As you level up, your gift allocation increases. If you go to the gift tab and scroll through, you will see what is next to unlock.

I played for several weeks. Yet, I did purchase some Airport Cash mainly for the expansion
To my experience, frequent guest landing is a key to generate the coins and experience.
Space is precious, so my buildings are crowding in order to get more coins and passanger reservoir.

In the beginning, I build 3 hotels without knowing certain items are neecessary. In the end, I sold them all, unless someone could gift shampoo. $8 cash (shampoo x 4) is too much for me.

The only thing I don't understand is : the hotel ($57/hr, cost $1500) is not even cost effective as Bowling Alley ($58/hr, cost $1100)

If you use Send in Return, you send the item which is in the same position in your List as that received. So you will only send back the same item if your List has the same item in that position. So the text is misleading.

If you receive an item where you have not yet unlocked that position, when you use Send in Return, you will be shown your List so you can choose an item you can send.

In any case you cannot send an item which is not in your own List, and available.
