How do we add our neighbours again?

I lost a few neighbours and I can't add them as I only had their user name, not their friend code.
How do I add them again?

If they are iOS users, you need to add their game name, which is their username.
Android users have a code, that you need to add.
After new update (latest one) you need to delete neighbor and add it again. Then it works.
I found out, that even i have some neighbors, we were not able to send/receive gifts... After re-add them, it works
