How do some players have different buildings?

I have noticed some players have different buildings in their city that I can't seem to get. Some players are several levels below me.

Some of them are the so-called "Mystery Buildings" that can be bought with Green Cash. Others might come from completion of a collections (such as the Pet Shop, Mexican Restaurant and Gift Shop)

They only one that was offered was the pet shop after collecting cat figures, I've never seen the other buildings offered.

These other buildings also came from special quests, example, Rabbit Hole

 

[Bali Hi]

Building that you get from quest include Statue of Liberty.
I accidentally bought a mystery building that turns out to be an italian Restaurant.

But I want to know what is that building that looks like it has a round water wheel at the side?

is it the collider (yellow ish in colour?) :-/

A Collider seems plausible? :s
I should take a screenshot of it the next time I see it during neighbour visits.

What was the task that allows you to build a Collider?

I think you got it as part of the back to school promo (which has finished) (v1.55 or V1.56)
