How long had your launch been open? If it was a long time, personally, 1300/3000 (less than 50%) doesn't indicate to me a desire for 1st place. Different though if your launch had only been open for a short time.......

I usually hide my launch until I get over 50% (unless I've decided to give #1 to some specific person). After that, it's open for everyone.

I follow a similar practice. I immediately make my launch private. Then I usually I put in 50% plus an additional 180 points. That additional 180 points is to prevent someone from adding a PEB at the last moment.
I have done launches where I put in less than 50% and made it public but that's because I intend for someone else to take first place or it's an open launch where I'm just hoping for something. For QL launches, the rules might be a little different but you should keep an eye on those and communicate through your user name tags.
