If your town hall is at level 3, can you receive items from neighbours for level 4 or will it be changed to oil / passengers?

Good question-of the TH4 items, you can receive stamp @ level 18 and master plan @ level 23. I'm not sure about shredder and city model, but I'm guessing they probably come in at level 23, too.

Hi..

You can receive high level items even if you are ow level..

But you cannot send high level items or cannot return them back until the item us unlocked..

Like you can receive any item..

But do not return high items they will get converted into fuel 3..

as you will rise level .. Items will keep unlocking then you can send directly or return.

In the past receiving gifts was dependent on your level, not on the upgrade of building....
