From fulfilling 100% of alliance missions in a week. Do it for several weeks in a row and the bonus increases.
I've finished 3/3 alliance tasks twice, never got any bonus for that.
Does the whole alliance needs to finish 100% of its tasks?

Yes, it's the % for the whole alliance that counts towards potential bonuses.
well.. my alliance (good as it is) can't come close to 3/3 for everybody.
