I think you sometimes get drops from buildings as collectibles, but very rare.

To the best of my knowledge; that used to be the case but has since been changed (a number of years ago). I read a thread a few months where people were discussing why they had a random item from these collections that they had completed.

It comes from the Power Reserve collection - one of my neighbours, do not recall who, has a number of them in their game.
