Cosmic fuel station

where is the cosmic fuel station and how do I build one? I have looked at the various buildings but cannot find this. I need to visit one to get some needed items but don’t know what they look like.

The Cosmic Fuel Station is in the store under Industries. So, on my IOS device, that's hitting the shopping cart icon, then the industrial building with the lightning bolt on it, then it's on the 3rd row 2nd over.

I have 3 of them in Crescnt. Right above my Rocket Gardens and space travel monuments.
