iOS Control Tower Level vs Number of Active Planes

Just wanna make sure I understand it right: the level of Control Tower will dictate only number of ACTIVE airplanes right (not including those you store in hangars).

For example: you have total 14 airplanes but with CT12 you only can have 12 active planes.

That's correct as far as I know. I have 7 stands, but 9 planes including the 2 in my hangar.
