I've sent you a friend request so that I can look at your city.
Looking at your city I agree that it appears you should be able to build another stand. I'm befuddled, maybe someone else can be of more help.

Thats strange. Try to update your game to todays version. If it is not fixed, than you need to contact support. Never had experience like this...

Support hasn't responded in days! Their suggestion was to buy reserve hangar or sell a plane, which is BS because it doesnt solve my problem
